If you follow the films of Mamoru Oshii, you will probably enjoy this movie. If not, you will probably find it a little slow. The character designs resemble the dolls in Innocence: GITS 2, and the CG is similar in quality... Kenji Kawaii scored this film as well.
Don't expect a fast, action filled film, as it's more about the characters. It's worth a second watch, to understand the character reactions and overall story better, once you know the main mysteries. Recommended.
On a side note, the end credit music has been changed for the US release; why does this happen? The original Japanese song can be found online.
